On November 15th 1865 President Abraham Lincoln signed an Executive Order disbanding all volunteer units within three days so that these troops could be reorganized into regular army formations effective January 1st 1865 per military regulations prescribed by Congress via Ordinance No 987 entitled "An Act To Regulate And Uniformize Incarceration And Discharge Of Prisoners Under Authority Of The Army". After leavingarmy service West Valley City began rapid growth due to its strategic location close to major railroads and other economic resources making it one of the most rapidly growing cities in America during this time period according to historian Richard Littell .
