By 1890, when the LDS Church organized its own Welfare Fund here to provide financial assistance to immigrants during their initial settlement stages, West Jordan had become one of the largest concentrations of LDS people outside Of Zion; some 3/4ths or more of all Mormons living west of Deseret came from this small town at that time When World War II started over Europe and Japan began bombarding Pearl Harbor on December 7th 1941 (the day before Christmas), many Americans living east coast found themselves behind enemy lines with few resources other than food which they could scarce get back home due to rationing by warring governments seekingto protect their citizens' stockpiles In 1945 local entrepreneur Lamar Sitton developed an oilfield off Highway 24 that he leased from Shell Oil Company for $1 per barrel until 1973 when production ceased because competition increased from OPEC countries which became less willing to pay for high priced Venezuelan oil It was not until 1978 when a congressional resolution authorized President Carter authorizes federal land purchases adjacent to then known "Oil Sands National Wildlife Refuge" (now Sand Hill Ranch), included within Bears Ears National Monument as well as parts adjoining Waco National Forest Original intent: This newly acquired property would be used solely for agricultural purposes As development continued along Pipeline Road leading south out into Beaver Creek Canyon this privately owned ranchland rapidly grew becoming one of America's most significant cattle ranchers with his numerous ranches including Horseblanket Noe Jorgensen located just north west corner where current city limits are located today
