By 1870 there were more than 200 Latter-Day Saints living in Washington County (now Provo),Utah; however early settlers primarily used the area for grazing their livestock or fur-trapping bear until a sawmill became available on the Great Salt Lake in 1875 that allowed greater production of flour and lumber. During World War I a munitions plant was built at Layton which produced arms for America’s war effort; but soon afterward it closed down due to faulty engineering practices that caused extensive damage to buildings and land around Layton Canyon Dam across from John F Kennedy International Airport today! The population growth during this time brought development issues such as housing shortages within newly developed areas while maintaining agricultural production along with transportation needs connecting these areas with markets outside of Utah led to increased traffic congestion on Interstate 15 near Layton Canyon Dam during both peak hours during summer months! On October 1st 1912 President Woodrow Wilson announced his call for representatives from all 50 United States to negotiate treaties governing Indian affairs following removal operations by Bureaucrats under Secretary Manuel Lubbock who believed “the extinguishment [of native cultures] must be done speedily before we lose our opportunity forever” The resulting " Dawes Act" granted lands east Nebraska/west Kansas above 100 miles (160 km) westward from any military installation or reservation to US citizens through purchase by tribe or allotment without compensation thereby ending tribal sovereignty over those same acres! This event initiated an era where government intervention into Indian Affairs became increasingly common culminating with the passage of the Indian Appropriations Bill in 1916 which provided $25 million dollars towards tribal education programs leading eventuallyto increased enrollment at federally subsidized schools throughout India!!
