The LDS Church organized a school district in 1903, which later became part of Unified School District No. 10 (later Salt Lake City Unified School District) The post office at 5 N First St served as central mail facility for all of Weber County until 1915 when it was moved to Ogden due to high mail traffic rates between Ogden and Provo In 1907, local developer Waddell Richards developed what would become today's downtown Tooele with two blocks of commercial building along First Street between State Avenue (now US-6) and Main Avenue This block included Richards' grocery store/livery stable/telephone company tower known as "the White House." This structure still stands today as one example of early downtown Tooele architecture In 1912 Richards erected his second block on First Street NW (now Vine Street), now home to Northwest Christian University . That same year he donated land east of First Street NW for use as an open air parkland . Today that open air parkland forms much of Northcentral Park . For years there have been proposals by developers interested in developing this land into another downtown Tooele while preserving its unique character

Tooele, Utah is located in the Wasatch Mountains and shares borders with Ogden to the east, Provo to the south, Cedar City to the west and north and Salt Lake City to the northwest. The earliest inhabitants of what is now Tooele were Native American Indians who lived near present-day Weeping Rock Creek and moved there around 7000 BC. They hunted game deer, elk, bear, antelope and other animals that they trapped with their spears or bows and arrows. The area that is now Tooele was first settled by Mormons in 1847 when they arrived from Illinois via wagon train. At first they built small huts near present-day Temple Square on Cottonwood Creek after acquiring land from the Native Americans. In 1850 Brigham Young appointed John Dall as the first Territorial Governor of Utah Territory which included much of today’s Utah. Dall issued an order for all men over 21 years old to come forward and claim land in Utah Territory which led to a large population growth within ten months. By 1860 there were over 10,000 settlers living in Utah Territory including 5500 Mormons who had traveled from Nauvoo Illinois across country into what is now central Utah Territory on horseback or wagons drawn by four horses or two oxen pulling a baggage cart filled with goods including food for their families and tools for farming and building homes. As settlement grew more organized aided by irrigation systems developed along rivers such as Cottonwood Creek (later known as Union Pacific Railroad), residents began planting crops such as cotton, barley, wheat, corn and potatoes; making them self-sufficient instead of depending on outside funding sources during this early period of development in centralUtah Territory. The great depression hit Tooele hard, and the population decreased by half from its peak to 30,000 by 1932. However, recent growth has resumed and the city is now home to over 50,000 residents.
