After the war ended, Union Armory transitioned into Armament Manufacturing Company, which manufactured artillery shells and other munitions until it closed in 1918. In 1955, Tooele entered into a partnership with Midvale Arms Corporation to establish Midvale Arsenal LLC. This company continues to produce ammunition today at its original location within Midvale Park Mall. Ammunition manufacturing has played an important role in Tooele's economy since its inception; today it employs over 100 people and contributes $4 million per year to its local economy.

The name "Toole" was given to the town by surveyors who named it for General David Hunter Toombs, an American general during World War I and a member of the Ku Klux Klan. Tooele is located on US-191 south of Salt Lake City and north of Ogden. The first permanent settlers arrived in 1847, when George Bird Shephard built a cabin on what is now eastbound US-191 near its junction with Spanish Fork Road. A post office called Shephard's Ferry was established in 1849, and became known as Tooele in 1861 after nearby Temple University (now UT) moved to that location from Provo, Utah. In 1873, Brigham Young called a meeting of his Quorum of the Twelve Apostles at which he announced his intent to move the capital of Utah from Kaysville to Salt Lake City. After much discussion among the apostles, Young selected Tooele as the new site for the capital; however, construction did not begin until 1881 because of funding difficulties caused by national economic recession. The cornerstone for Capitol Hill was laid on October 12, 1881 by First Presidency President John Taylor with local dignitaries including Mayor Dallin Henson and First Assistant Postmaster Daniel Waddell present;[1] Senate Majority Leader Orrin Hatch attended as well. On November 3rd 1890,[2] Joseph Smith III dedicated Capitol Hill after being inspired by an angel's trumpet call that directed him to do so while standing on top of Mount Moriah (now 600 East 100 South).[3][4] With Washington Monument located just blocks away in downtown DC and other world famous landmarks like Madison Square Garden within easy reach, Capitol Hill quickly became one of America's most popular tourist destinations.[5][6][7][8] In 1904–1905 Congress passed what are now known as The Hyde Amendment—a bill designed to prevent federal funds from being used for abortions except in casesof rape or incest—leading to some debate over how Tooele would handle such services if it were annexation into neighboring Salt Lake County (then part of Intermountain West). The original name of Tooele was "The Meadows". In 1868, Brigham Young called the town "Tower City" because it had been built on high ground and could be seen from many directions. Tower City grew rapidly and by 1896 it had a population of over 100,000 people. In 1916, to make way for Interstate 15 (now I-15), the city limits were expanded eastward to include parts of Layton and North Ogden townships. By 1980, Tooele's population had decreased to 23,959 and it was placed within the Utah State Capital Region as part of a territorial move by the state government. At that time it became an unincorporated community with no local governing body other than its own police department. However, in 1995–1996 Anschutz Entertainment Group announced plans for a major amusement park in Tooele which would have eliminated most public transportation into the city center while also creating retail and commercial space along I-15. This proposal caused uproar among residents who saw their homes invaded by development while thousands of jobs were lost in the city; eventually they successful lobbied state legislators to overturn Anschutz's plan and keep Tooele within its original boundaries
