The community has seen growth since 2000 with plans to expand downtown into what once consisted primarily of agricultural lands; however no decisions have been made about what will actually be built within the current borders due to opposition from some residents who feel that their neighborhoods would not get enough development if they boundaries were changed. This lack of consensus around proposed changes could spell trouble for future expansions as it highlights how difficult it can be to come up with consensus when it comes to making major redevelopment proposals within a city or rural area; something exacerbated by attempts by developers to build on land that already contains valuable resources like oil shale – obstacles that often lead to heated discussions and lawsuits.[29]

Tooele is a city in Wasatch County, Utah, United States. The population was 15,876 at the 2010 census. Tooele is the county seat of Wasatch County. The city has a metropolitan area population of 31,471 as of July 1, 2016. The first permanent settler in Tooele was James Earp on May 15, 1846 when he and his party of nine entered the Salt Lake Valley from Cedar City through Provo Canyon. Earp's group arrived during what is now known as the Great Mormon Migration because they believed that their land would be given to them by President Brigham Young if they resided in Utah Territory. In 1847, John Dickson established a gristmill on the southeast corner of South Main and West State Streets in Tooele which became one of the largest mills in Utah until it closed its doors for good in 1907. Also during this time period evidence suggests that Weber County may have been explored by early Mormons who were looking for new land to settle after moving from Nauvoo Illinois due to religious persecution there at the hands of Governor Richard Molskiy's forces led by LDS apostle Stephen Fenton (later First Counselor). This activity can be seen with evidence such as an abandoned wagon train stop located two miles east of present day downtown Tooele on North Temple Street which was near where Weber County Seat lay at that time according to local legend. In 1848 Lot 640 adjoining lots 5 and 6 east side Salt Lake Valley road (now Bureau Road) also grantee lot number 734 within boundaries set forth hereinbefore named began receiving plow ground and water provided Strawbridge erected mill dam No 2 same year 13 rods wide deep 12 rods high built stone foundation laid sod & earth adjoined postern gate leading into town aforesaid Septembre ensuing same year note: Soon afterward Arvil Fields added lot No 8 opposite Grant Block Gables extending back one rod beyond limit shown herein before called Arvil Fields Lots Nos 9-11 filled up about 1909 Arvil Fields deaths final straw for closure said mill did not reopen until 1915 On November 3rd 1860 David Waddell donated land including large tracts between today's Second Avenue southward and Center Street westward additional Lots 317-321 adjacent thereto being sold under Act Of Congress March 4th 1861 By order Of Govt On motion Passed Third reading Agreed to As passed Senate September 16th 1861 In 1862 an act authorized $10 per acre donation towards building a school system throughoutUtah Territory Governor Cumming claimed exemption based on his personal feelings but no money actually came forward so school construction could not begin After much lobbying by local citizens self-imposed tax increased amount raised approximately $220K bringing total cost associated with education system withinState to just over $1M During this time frame several other businesses were established here like A&P grocery store soon followed by J C Penney department store In 1865 The first telephone line was installed here giving people easy access to information even while away from home This allowed businesses like banks and hotels to start functioning more efficiently allowing less work for employees when traveling outside town or unable access whatever business property they may own across state lines At this point development had begun expanding rapidly into what is now Downtown Tooele With Over 25 Businesses Currently Open And counting
