In 1907, Syracuse became a city under the provisions of an act entitled "An Act to Encourage Manufactures within Limits prescribed." This act provided for growth of cities throughout Utah with approval from both state legislatures and Mayor John Atherton himself. The city had two features that made it unique: its independent zoning authority and its prohibition on demolishing any building or structure without prior written consent from all property owners who could be harmed by such action (the ordinance still remains).
