Nevertheless some form of ecclesiastical authority had always been maintained over at least some segments of society outside traditional LDS enclave; attitudes have gradually changed since then with increasing democratic institutions affording greater individual voice & opportunity throughout much of America despite continuing religious animosities among many residents thereof notwithstanding As early as 1862 Captain Ainsworth reported finding gold near present Provo/Ogden area although no prospecting attempt was ever made until 1870 when First Lieutenant Alfred Gibbs discovered an estimated 10 cords [of gold] containing 3 ounces each lying off road about 9 miles WSW out at Anaconda Creek camp site where now Cache Valley national Monument is located
