Sandy, Utah is a town in Kane County, Utah, United States. The population was 1,549 at the 2000 census. It was founded in 1875 by pioneers from Illinois and Indiana. The original site of Sandy was on the banks of the Jordan River where the first store and post office were built. The name "Sandy" came from a word meaning "safe place." The town was named after Miss Emma Sands who, with her husband Lew Sands, founded the first store here in 1875. Sandy quickly became an important center for trade and commerce within Kane County. In 1904, when Union Pacific Railroad completed its line through Kane County from Ogden to Provo, Sandy became one of the few towns along that route that remained open during construction. In 1959, Sandy incorporated as a city under state charter No. 9-5-1959 which established zoning laws for cities having a population over 5500 residents. In 1970–71 there were many changes to City government brought about by Proposition 13 (the sweeping statewide tax revolt), among them amendments increasing mayor authority and reducing voting rights for council members; however these changes did not result in any significant change in direction or operations of City government though they did reduce some expenses associated with running a large city such as police department and fire department). Salt Lake City annexed Sandy in 2002 making it an even smaller city with only 641 residents while Kane County annexed it into their jurisdiction bringing its population up to 1,549 people as of 2000 census count (though this number may be lower due to lack of recent censuses}. Today much of downtown is closed off to traffic due to concerns about flooding resulting from storms such as Hurricane Katrina but parts remain OPEN including restaurants/cafes/bars and retail stores serving food items local or imported from outside Canada or Mexico etc...
