Sandy, Utah is a city in Salt Lake County, Utah, United States. It was founded in 1845 by Mormon pioneers as Weller's Station on the Great Western Rail Road. The population was 9,500 at the 2010 census. The city is located on the east side of the Wasatch Mountains and bordered to the north by Park City and to the south by Ogden. The first permanent settler in Sandy was William Hyrum Smith, who arrived with his family from Carthage in Illinois in 1847. He built a cabin on what is now Hanna Avenue about two miles northeast of Sandy's present downtown area. In 1850, he married Sarah Bradley and moved to what is now 300 South First Street in Sandy. In 1852, Smith erected a log courthouse called "The White House" which served as one of the earliest municipal buildings in Utah. In 1860, he became an apostle of The Church of Jesus Christ of Latter-day Saints (LDS Church) and organized its new territory within Salt Lake County; this region would become known as Sandy Hills Country. In 1865–1866, Brigham Young led an LDS mission to restore polygamy throughout much of North America; due to public outcry over this practice near Nauvoo during that year's Montrose conference (see Mormon Exclusion Crisis), Young announced his intent not to reinstate polygamy any further within LDS boundaries until after broader church growth could be assessed across all regions including Utah proper; accordingly, many Mormons elected not to migrate westward under such conditions although some did so anyway because they saw opportunity there for ecclesiastical advancement opportunities beyond Nauvoo orUtah Valley settlements generally . Accordingly, when Brigham Young named George Fenton as first assistant bishop for Northern Utah Territory – territories stretching from Cache Valley through Tooele and Provo Canyon into southern Weber County including Sandy Hills Country – Fenton assumed jurisdiction over only those areas easternmost edge of Salt Lake County lying within Weber’s jurisdictional limits plus portions adjacent thereto including parts today located inside Park City limits (easternmost extent then included within current city bounds). This arrangement lasted until May 1886 when territorial officials renamed most eastern Utah Territory Dakota Territory following reports that allotment preferences had been granted therein primarily through appointment rather than election procedures customary among Mormons subject only to church discipline; accordingly all but 1/3rds of present-day Cedar Mesa were added subsequently as part of newly created Logan Township annexed from Kearney county on November 17th 1889 pursuant to Territorial Land Act approved December 12th 1888 (see Logan Farm District). At same time sections now located inside Park City limits were detached from Kearney county making way for additional development there even though no land had ever been given away therein specifically for park purposes other than providing necessary lot sizes thereby fulfilling requirement set forth under Territorial Act concerning acreage needed “not less than three thousand per square mile [of contiguous land]” . By 1895 incorporation had also become possible herein notwithstanding earlier prohibition against such action insofar as non-Mormon owned real estate was concerned since most business conducted within city Limits prior thereto had been carried out either tacitly or overtly through agents employed by owners thereof directly or indirectly aforesaid .
