Roy, Utah is a small town located in the Salt Lake County area of Utah. The population was 5,895 at the 2010 census. Roy is home to Brigham Young University and the Roy Target Mall, which is located on Main Street in the small town. The town started as a post office on October 15, 1847, when it was founded by James S. Roy and his wife Elizabeth C. Smith. The first postmaster was Hiram Hanks. In 1868, the town became a city and was renamed Roy after James S. Roy's son-in-law, John J. Waddell Sr., who had been mayor of Provo for two years before he died in 1865 at the age of 53 from cholera contracted while visiting Liverpool England during that year's Expo Exposition. The city council changed its name to Roy on January 1, 1921 due to objections from neighboring towns that had continued to call their localities "Provo." In 1935, Roy incorporated as a municipal corporation with a population of 882 people and adopted an ordinance providing for voting by secret vote only within the corporate limits; this ordinance remained in effect until 1984 when it was repealed by Proposition 2 (the "Reforming Municipal Election Ordinance").
