Pleasant Grove became a city in 1959 and remains so today. The name of the original town site has been variably spelled "Haltom," "Pleasant Grove," and even "Haltomville." The current spelling is most likely derived from the fact that at one time all of what is now Pleasant Grove belonged to Cedar City (then known as Provo). The first settlers in Pleasant Grove were mostly children who had recently moved from Logan County, Utah. An early settler named Parley Prentice landed on what is now North Avenue about 1847 and started farming his land. He soon married a woman from Illinois named Sarah Jane Smith and they started families. By 1850, many other Mormons had arrived in Pleasant Grove including John Crouch and his family who established a bakery on Main Street; David Wightman, who built a cabin on South Avenue; Amos Bassett, who erected a store on West Street; Captains George Haltom (who donated land) and Hiram Bannister (a member of Brigham Young's Council), Salmon Chase (the third president of the LDS Church), James Caldwell (founder of Cedar City), John Tingey (founder of Summit Academy), Daniel Boone Greenough ( founder of Greenoughs Millinery Store), Sidney Rigdon ( founder of Rigdon Bank) - all Of whom began farms or businesses in this small pioneer community which quickly grew into one of Southern Utah's most significant agricultural settlements during its early days."

The grove and its surrounding land were part of the Rancho San Francisco Mexican land grant given to Brigham Young by Mexico in 1828. In 1881, Pleasant Grove had a population of just five people. By 1900, the population had grown to over 200 and the town began developing commercial and residential areas. In 1915, Pleasant Grove became an incorporated municipality and established its own government with a mayor-council form of government. In 1954, Pleasant Grove annexed nearby Cedar City which had a population of around 10,000 people at the time.
