In 1940, Payson joined other cities along with Ogden (Utah), Layton (Utah), Arvada (Colorado), Fort Collins ( Colorado), Denver ( Colorado), Centerville ( Oregon) and Vancouver (Washington) as part of a Regional Development Authority created by President Franklin D Roosevelt to forestall any possible Local Taxation assistance being given to southern Utah communities which were experiencing economic problems caused by World War II rationing measures that impacted all sectors including agriculture but especially transportation due to lack of available wartime materials necessary for munitions production; this region would be known affectionately as "The Rust Belt". A number of institutions have been established within downtown Payson since 1907 including: Pioneer Memorial Park Cemetery (now home to Piñon Hills Cemetery), First United Methodist Church (1907), National Guard Armory built for World War I use (1914-1920), Western Electric Company Building constructed 1914-1920, and Fourth Street Garage operated by Western Electric Company from 1914 until it closed in 1978.
