The first permanent settler in Payson was Wm Hurlbut who built a cabin on the east side of the river in 1876. A post office was established at Payson in 1879 and remained in operation until it was discontinued in 1907. The first school was organized at Payson School House on December 12, 1881. It served only children until it became an all-purpose high school in 1907 and then became part of Southern Utah University (now Brigham Young University) after that institution relocated its campus from Provo to Payson in 1990. The death of Brigham Young University president David Olin Moody left a vacancy on the Board of Regents which led to a referendum vote by residents to secede from UT and join Deseret News Company as an independent university with its own chancellor and faculty but no athletic teams or other institutional affiliation with BYU or any other university except Southern Utah University (now Brigham Young University). On May 15th, 1912 they voted 453-0 to remain part of UT while setting up their own government under a board composed exclusively of themselves plus one representative each from Salt Lake City, Ogden, Provo and Cedar City; this arrangement continued until 1959 when UT granted autonomy to Deseret News Company resulting effectively into concurrent membership among several separate universities with no real affiliation between them save for common name/location

He and his family camped for two weeks near present-day Payson before moving forward. They arrived in what is now the town of Logan on October 10, 1847. The Richards family soon built a cabin and began to farm their land.
