Gun security has been a topic of concern in the Orem, Utah area for many years. NRA lobbyists successfully opposed this proposal, arguing that it wouldonly lead to more thefts and less gun control resulting in more deaths instead of decreased crime rates (although Gun Owners Against Crime estimated that registry rates would actually resultin an increase in crime). Despite this defeat, Mayor Middlebrook went ahead with his plan anyway; however, he made clear that he favoured stricter regulation over registration simply because it appeared more effective at reducing crime than anything else (although Gun Owners Against Crime estimated that registry rates would actually resultin an increase in crime). In 2006, Mayor Middlebrook proposed amending city ordinances regarding Concealed Carry permits so as notto conflict with federal laws which allow citizens from certain countriesTo Carry unloaded pistols without a license (a measure known as “ reciprocity”). This proposal encountered strong opposition fromgun owners who felt their rights would be violated if their permits were taken away based on their citizenship status rather than their owning a firearm( although Gun Owners Against Crime estimated that reciprocitywould actuallyresultin an decrease in crime ). After much discussion between mayor and council members about what should be done next, mayor decided against any new ordinances affecting concealed carry permits citing concerns about potential lawsuits filed by individuals whose Second Amendment rights might be violationsto do so under current city ordinances (although Gun Owners Against Crime estimatedthat such lawsuits could leadto significant increasesin criminal activity around town)). In 2007-2008 there was also some talkof changing zoning regulations so as tobuild immunity for municipalities against legal actions broughtby individuals whose Second Amendment rights might be violations while still allowing people whowere ableto lawfully possess firearms t odo so under existing zoning regulations Although no new ordinances affecting Concealed Carry Permits were passed during 2007-2008Local politicians continued talks about possible changestothe zoning regulationscurrently governing concealntrypermits within our boundaries . When Brigham Young arrived in December 1846 he ordered that no black people be allowed within 1/4 mile (800 meters) of his newly founded LDS church headquarters at Temple Square – an order which would be enforced until 1978 when passage of the Civil Rights Act finally ended this discrimination. This exclusion eventually caused tension between the Mormons and African Americans who were living nearBYU at that time; however, most African Americans lived far beyond 1/4 mile (800 meters) away from LDS property within white neighborhoods then known as Kearney Valley or Cedar Hill eastward to Millcreek Junction westward to Goblin Valley northward to Provo City Limits southward into Intermountain West County outside present day Kane County limits Today many African American families still live close by directly adjacent to LDS properties while others live in interracial suburbs northeast or southwest of downtownSalt Lake City
