Orem, Utah is a city in southeastern Utah and the county seat of Orem County. The population was 27,868 at the 2010 census. It is located on the Wasatch Front in Weber County. The area now known as Orem was settled by Mormon pioneers in 1847. In 1850, Brigham Young organized Salt Lake Valley Colony, which included what are now Weber and Davis counties. On July 6, 1857, Brigham Young issued a proclamation from Ogden called "A Declaration of Independence for the County of Orem." The proclamation declared that all residents were to become Mormons and identify with this new religion or be cut off from society. As LDS converts migrated to Utah Territory during the late 1840s and early 1850s, they began to settle along two routes: one through Ogden into Weber County and the other via Cedar City into Davis County. In 1859-60 Brigham Young's Council on Foreign Relations met in Far West City near Promontory Summit where they appointed George Quesnel as superintendent of Indian Affairs for Utah Territory. This council also approved a resolution approving annexation of Cedar City by Salt Lake City so that it could be within territorial jurisdiction. In 1861-62 members of Territorial Legislature traveled through Weber and Davis Counties seeking property east of CedarCity for an LDS church farm; however no land was available until 1863 when Joseph Folsom purchased 640 acres (248 hectares) southeast of CedarCity from John Coggins for $2 per acre ($/ha). This purchase made Folsom Urquhart's largest landowner in Utah Territory after Provo founder David Warkentin acquired 1 million acres (500 km²) westward from Ogden in 1849-50 following his purchase of Orchard Park Ranch near present day Springdale, UT Folsom donated much more land over time including parts of today's Cottonwood Heights neighborhood south west of I-15 just northwest corner Sugar House Road (near Sandy), Monument Valley northeast corner US 89W just east side Coal Mine Gulch northwest corner Pine Hills Drive NW (near Lynx), Mineral veiw point on Steel Canyon Rd just south side North Rim Rd NW (near Dale), Narrows Rd just north edge Coal Mines Gulch northwest corner Willow Creek Dr NW (near Carbon), extensive holdings around Spanish Fork River including large blocks adjacent to Steele Canyon Rd about 12 miles SWSW Deer Park exit road Zion National Park boundary
