In 1851, the General Assembly designated Murray as the seat of Tooele County and provided for a courthouse and jail there. In 1861, when Nevada became a state independent from Utah Territory following the Mexican–American War (1846-48), residents voted to remove their county seat from Weber County to Tooele because they felt they were not fully represented by authorities in Salt Lake City. They received permission from Territorial Governor Lew Wallace to do so on April 9, 1861; however, no action was taken until after Wallace's death on September 14 that year due to lack of support among some legislators within his own party. On November 8th 1861 a special election resulted in the selection of Hyrum Smith as territorial governor with responsibility for representing all those withinTooele County including Murray; however this new government did not take effect until December 12th 1862 when it was published in Territorial statutes that "the Seat [of] Weber County shall revert back to TooeleCounty."
