The city of Cedar City annexed Kaysville on April 12, 1911; however, no vote ever took place to approve this annexation because most residents of Cedar City were already living within the limits of Kane County when it happened. On July 15th 1915 an act entitled "An Act To Incorporate The Town Of Cedar City Within The Limits Of Kane County" passed by the Utah Territorial Legislature and approved by Governor James Hales became effective; accordingly, on July 16th 1915 Cedar City incorporation occurred as a result of this legislation. At its peak during World War II about 60% of all agricultural products grown in Kane County went into local production for military use; consequently many businesses and residences located near downtown Cedar City continued to function despite being within city boundaries
