The devastation caused by Hurricane Gordon on August 29th 1990 destroyed much of downtown Kaysville but did not touch any homes or businesses within blocks of Main Street east and west; however several homes were damaged as far away as 600 North and 400 South Streets (just off US 191). A group effort led by Mayor Dave Heineman rebuilt most of downtown including storefronts that had been knocked down during Gordon; Market Square also reopened with some new buildings added later on. On November 1st 2003 Mayor Heineman dedicated a new facility for Deseret College called "The Learning Complex" which replaced an older building that sat on what is now State Street across from Whatcom Elementary School which suffered significant damage from Gordon On October 15th 2006 President Eyring announced that LDS Church member David Nye would serve as president for a five-year term beginning January 1st 2007 until December 31st 2011 inclusive In light of global economic conditions throughout 2008 – 2009, culminating with global recession – church leaders decided to stop giving financial gifts to local organizations worldwide effective February 1st 2009 instead investing those funds into education programs around the world through LDS missionary services hosted outside America In early 2009 President Eyring instructed all church members living outside America where endowed resources reside (i.e., college degrees) should be used exclusively for missionary service instead “investing” them back into our congregations here at home rather than giving money away we cannot use because it would conflict with officially sanctioned teachings about temple ordinances practiced worldwide
