Hurricane, Utah is a small town in Weber County, Utah, United States. The population was 2,826 at the 2010 census. It is part of the Salt Lake City metropolitan area. The first permanent settler in Hurricane was George Hanks in 1858. A post office called Hurricane was established in 1859, and remained in operation until it was discontinued in 1904. In 1860, Mormon pioneers David Waddell and Parley P. Pratt founded the city of Ogden on land that had been leased from the Quorum of the Twelve Apostles by Brigham Young and others during their so-called Great Salt Lake Expedition. After years of debate over whether to build an urban center or maintain certain aspects of pioneer life such as polygamy, Waddell named his new city after himself and fellow Mormon apostle Lorenzo Snow on 5 July 1865 when they convened a special session of the Utah Territorial Legislature to consider plans for developing Ogden Valley into a central business district within what would become Utah Territory. The name change came about because Snow's " commodious residence" (later known as Provo City Hall) stood just north of present-day Hurricane where Waddell had landed his wagon upon reaching Ogden on 9 July 1865 while conducting a survey for Saints' Camp #2 near present-day Hurricane;[1] several weeks later he announced that he would temporary call this new city "Ogden". Olney Post Office continued serving as an interim name until 1 January 1896 when it became Hurricane Post Office under local ordinance No. 848.[2][3] On 15 February 1903,[4] President Spencer W Kimball authorized General Authorities Letter No 163 which directed all territorial officers to begin issuing postage stamps bearing hurricane designs commemorating events leading up to and including 10 October 1902—the day President Kimball designated 10 October as International Flag Day.—The first issue featured five photos (three men with rifles looking out over ocean; one woman holding baby), depicting scenes from History Day ceremonies held at Fort Douglas on 27 September 1902:[5][6] these stamps were cancelled before issuance but continue to be issued today as souvenirs: six examples are shown here.[7][8] One example is currently being circulated among collectors who believe that it may have been used by LDS missionaries stationed in Cuba during the Fidel Castro period
