The history of Hurricane, Utah began with a visit by Brigham Young in 1847. The Mormon leader was on his way to Illinois when he halted at the Mexican border and visited Salt Lake City. He found that the city had been destroyed by a terrible storm, known locally as "the Catastrophe." Although many people were killed, most of the city was rebuilt. After leaving Salt Lake City, Brigham Young again rode into town to view the devastation. On this occasion he ordered that all goods in the store be sold and used to rebuild the city. In 1868, Hurricane devastated much of southern Utah during a winter storm. More than fifty homes were swept away and several thousand people were left homeless. The storm caused extensive damage to businesses and churches, but also resulted in an important contribution to economic development in southern Utah. As a result of Hurricane,Utah became one of the most heavily populated areas in western North America for some time. After Hurricanes Emma and Franklin struck eastern North America in 1938-1939, communities throughout the continent began planning their own relief efforts following what appeared to be potential natural disasters. In response to this legislation from local governments called "Hurricane Aid," FEMA was created on August 29th 1939 under President Franklin D Roosevelt as part of his New Deal program nationally.[1] The National Disaster Council was established within FEMA on October 1st 1940 which led directly to Operation Neptune's Spear which responding quickly after hurricanes cataclysmically hit Puerto Rico just months later so as not have any similar impact back home which could have serious implications should Katrina or Rita actually make landfall along coasts MN or WI etc...
