The first post office opened at Holladay on July 6, 1872, under the name "Huckabee." In 1896, the city incorporated as Salt Lake City, Inc., with a population of 23,000 people; but Holladay continued to be an unincorporated community until 1925 when it became one of Salt Lake City's five neighborhoods ("Areas A" through "J"). In that year it became one of seventeen wards ("villages") within the newly created city limits; and on January 1, 1927 it reorganized as a village charter incorporating all seven areas within Areas A through J—the only such charter ever granted to an unincorporated community within boundaries associated with a full-fledged city

Despite these challenges, Fetterman remained committed to building up Holladay into a thriving community that could support its own residents and businesses alike. He played an important role in developing water supplies for Holladay and also helped fundraising efforts for local charities such as the LDS church welfare fund (later renamed The Community Services Directorate). In addition to his work with City Hall, Fetterman also served on several boards including those responsible for garbage collection (1868-71), public education (1873-77),and libraries (1878-81). His tenure as Mayor marks an important milestone in municipal history – during which Holladay grew from a small rural settlement into one of Utah’s most vibrant cities during its earliest years!
