Over time, ranching and farming operations became increasingly important in rural Utah and due to this change in lifestyle, guns were needed to protect colonists against Native Americans who often raided their properties during these times. In 1916, when World War I broke out across Europe, Mormon ranchers put up posters throughout the state urging residents to arm themselves with pistols and shotguns in order to help fight against German forces occupying Utah Territory. As a result of these postings and other public announcements made by those involved in Utah militia activities during World War I, Winchester introduced its .30 caliber Model 1911 revolver into production as a reserve arm for soldiers Freemason-owned ranches across the state. Highland, Utah is a small town located in Carbon County, Utah. The population was 1,686 at the 2010 census. Highland is situated on the Pine Ridge Indian Reservation and ZIP code 82002. It is named after Lord Lyon's Commission of 1827 which found that the area was too difficult to cultivate and unfit for settlement. The first settler in Highland was James Irvine who built a cabin in 1868. In 1870, William Hite arrived and started trading goods with the Indians. In 1875, John Waddell came to Highland from Cedar Mesa, Colorado and established a homestead on the east side of Coyote Creek. Waddell ran a store and post office until his death in 1911. His son, Orville Waddell took over operations until 1951 when it became part of the United States Postal Service network as Uinta Post Office Number 82002. The economy of Highlands has been based on agriculture since its early days. Cotton has been the main crop for years and there are still numerous seed crops such as wheat, corn, beans, sunflower seeds and peas grown around town. Other primary industries have included manufacturing (such as clothing), services (including doctoring) and tourism (particularly golfing). Today Highland is home to many businesses related to criminal justice including law enforcement agencies from Carbon County as well as Salt Lake City-based Rocky Mountain Fugitive Task Force Alpha headquarters which helps fugitive fugitives apprehended by federal authorities escape justice by providing safe haven while they await their next hearing or trial date outside of Utah or America generally
