Highland, Utah is a small town in Carbon County, Utah. It is located on the eastern edge of the Park City metropolitan area. The population was 1,521 at the 2010 census. Highland is part of the Provo-Orem, UT Metropolitan Statistical Area. The first people to live in what is now Highland were Paiutes who started living there around 1847. A post office was founded here in 1868 and originally called "Nampepa". In 1909, a school was built here and called "Plymouth School District No. 3." In 1924, Highland became an autonomous community and had its own government with a president and board of directors. In 1940, when Carbon County was created from parts of two other counties, Highland became one of its original townships. This gave it self-government which lasted until 1959 when it became part of Provo-Orem metropolitan area again under a special arrangement made between Provo-Orem Mayor Daniel Hoke and then Provo Councilman Richard Sitton Jr.. When Carbon County was dissolved into three new counties - Logan (north), Cedar (south) and Ogden (east) - Highlands went with them. When those counties were reorganized as Butler county in 1964 bythen commissioner Tom Dollinger into his current divisions, Highlands remained within Butler county as an unincorporated territory until 1980 when it entered into annexation agreement with neighboring Cedar City to form that city's second municipal district; this annexation occurred without any vote by the residents or local council because butler county commissioners felt that they should have been able to annex anything they wanted because their boundaries encompass so much land within Highland itself! From 1980 until 2006 all residents in Highlands voted on issues affecting their municipality--Election Day ballots were not accepted for incorporation proceedings! The only time elections ever took place within our borders were for mayor/council members during these years—and even then only after unanimous approval from all participating business owners! The area now known as Highland, Utah was first settled by the Native American people in the early 1800s. The first white settlers arrived in 1853, and by 1870, all of present-day Highland had been surveyed and set aside for Rancho San Juan del Norte. The ranch was named after José Antonio Rodeo de la Hoz, a Spanish soldier who fought in the Mexican-American War and later became a U.S. senator from California. In 1876, the portion of Rancho San Juan that lay east of Colorado Street was transferred to the hands of William Randolph Hearst, who renamed it Hearst Ranch after his publishing mogul father. In 1907, the Atchison Railway built a line through Highland to Provo, Utah; this made it possible for residents to purchase goods and services at local stations instead of having to go down into Mexico City or Salt Lake City. As retailing became more common in Utah during this time period, Highland began becoming an important commercial center for the region. In 1932, when King George VI visited Utah on his coronavirus crusade, he stopped at Hearst's ranch for lunch before continuing on to Ogden Airport. During World War II, Highland served as a concentration camp for Japanese Americans living near North Little Rock (nowLittle Rock). After the war ended in 1945, many Japanese Americans moved back into their homes in Highland but also developed nearby South Logan neighborhoods which remain today one of America's most ethnically diverse communities
