In 1911 a group of Scottish immigrants settled in Highland and started a grocery store. They soon outgrew the store and developed an agricultural business which they continued until 1960 when they sold their land and moved away. The last resident of Highlands died in 1990. Highland has been called "the most beautiful little town on the face of the earth" by many visitors since its founding and has been featured as one of America's "100 Best Small Towns" by Forbes magazine several times. It also boasts numerous national awards including being one of the Top 10 Places to Live for Rural Families (2000) by USA Today/Rural Life magazine; being chosen as one of America's safest small towns by Newsweek; being selected as one of Time Out's "10 Best places to live" (2007); being listed among Utah's top 25 cities for quality (2009); and being included among America’s Top 100 Small Towns for Fun & festivals by Travel + Leisure Magazine
In 1849, the Mormon pioneers journeyed through what is now Utah Territory on their way to create a new home in America. The area that would become Highland was part of the rancho belonging to Ephraim Hatch, one of the Mormon leaders who traveled with Brigham Young and his followers during their exodus from Nauvoo, Illinois. Hatch's ranch was an important stop on the trail because it provided grazing for livestock and yielded crops such as wheat and barley. It also served as a shelter from the harsh winters in western Utah and allowed settlers to trade goods with Native Americans. The first permanent settler in Highland was James Caldwell, who arrived around 1851. He founded a small town called Caldwellville near present-day Provo City. In later years, other settlers followed suit, making Highland one of the most heavily populated areas in eastern Utah. Highland became a principal commercial center after Junction City developed nearby in the late 19th century as a result of its location at an intersection of wagon trails leading southward to Great Salt Lake Valley and northward to Nephi Springs State Park. The town prospered thanks to its railroad connection and its ability to sell goods both fresh produce and manufactured items such as clothing and hardware products.
