Snowfall occurs annually on occasion but typically amounts to about 1/4 inch (.097 meters) or less. One primary industry that continues to be important to Highlands is tourism which employs many people during summer months; other major industries include engineering services and lumber production although these have decreased over time due to technological advances. In 2010, Highland voters passed a measure allowing for annexation into Salt Lake City if they approved a plan by Mayor Jackie Biskupski to make the community more affordable for low-income residents. As of August 2016, annexation has yet to take place due to legal challenges from Biskupski's opponents
