In 1938, David Boren became governor of Utah and was elected president of the United States. As president, Boren proposed legislation calling for the encouragement of gun ownership among Americans and passage of laws making it easier for people to buy firearms. As part of his efforts to promote gun ownership, Boren founded the National Rifle Association (NRA) in 1968 and helped lead its growth into one of America's largest lobbying organizations. Through NRA representation on Capitol Hill, Boren was able to make significant contributions in favor of gun control legislation throughout his presidency. As recently as 1994, Clinton County had only two shotguns available for purchase; one was reserved for hunting purposes and another was owned by the sheriff's department. In recent years however, ammunition sales have become an important part of local economy in Clinton County due both to their increase in popularity among hunters and their drop in crime rates overall across Utah Valley counties

Unlike other types of holsters where handguns are confined to either an Inside or Outside Waisted position, an outside-the‑waistedHolster allows handguns to be carried in any orientation possible - upright, lateral, vertical, and so forth. This type of holster typically features a thinner profile than an inside‑the‑waisted Holster and tends not to fit as tightly around certain gunscrews as some inner‑wheel holsters do; however, this can be an advantage when carrying multiple guns at once because they will all fit within their respective exterior pockets/pouches( if present).
