In 1836, the area that is now White Settlement was first settled by Anglo-American settlers. The town was named after General Sam Houston, who led Texans in their resistance to Mexican forces during the Battle of San Jacinto. In 1838, White Settlement became the county seat of Austin County. In 1849, Texas become a state and White Settlement became its capital. In 1860, the building that is now used as the Austin State Capitol was built here. During the American Civil War (1861-1865), White Settlement supported Confederate forces and many residents were killed or captured. The town was destroyed by Union troops in 1865 and most of its buildings were burned down.
The area that is now White Settlement was originally a part of the Mexican land grant known as Rancho San Antonio de Bexar. The grant was given to Ignacio Elizalde, who in turn gave it to José del Carmen Galindo. In 1836, Francisco Vasquez granted the land to Antonio López de Santa Anna and his men, who renamed it rancho San Antonio. On December 12, 1838, José Montoya y Pavón granted an additional piece of land known as Rancho Santiago de Compostela to Manuel González de la Vega. The grants confirmed Spanish ownership of much of what is now White Settlement. In 1851, Josefa Margarita Hidalgo purchased some of the remaining Mexican land grants in Texas from Ignacio Elizalde and sold them to James Bowie for $10,000. Bowie then conveyed the lands east of Austin to John Witherspoon in 1859 for $15,000. Witherspoon named the new community White Settlement after he received notification that General Sam Houston had ordered all Native Americans removed from Texas if they did not move out by July 1st or be killed. White Settlement began developing rapidly due largely to its proximity to Austin and its ability to obtain goods and services needed by residents there such as water transportation and agriculture. By 1870, White Settlement boasted a population of around 300 people and was home to several businesses such as a bank, millinery shop, grocery store, doctor’s office and school system. However, by 1886 Whites had shrunken significantly due mostly to local competition from African American settlers in nearby Black Oak Village which began growing rapidly at this time because it enjoyed tax breaks from white landowners. By 1912 only about 30 people lived in White Settlement while Black Oak Village had grown larger with up to 500 residents according during this time period
