From the time of European exploration in the area, white settlement in Texas has been a topic of discussion and concern. The Mexican-American War of 1846-1848 resulted in the cession of what is now northeastern Mexico to the United States, as well as Texas becoming a U.S. territory. In addition, during this time period numerous Anglo Americans moved into what is now central and southern Texas. On November 16, 1840, two years after Mexico ceded its lands to America, Stephen F. Austin was appointed governor of what is now Texas by President James K. Polk. Austin's proclamation creating the Republic of Texas specified that: "The people thereof [the Texans] shall be free and independent; they shall have all the rights and privileges granted them by this Constitution...No state or territory within these United States doth hereby recognize any other government existing within said state." As early as 1836, some Texans had begun discussing plans for a white settlement in what is now eastern New Braunfels County (now part of San Antonio), including José de la Garza y Vargas and Manuel Micheltorena y Valdez (who would later become one of history's most renowned cattle ranchers). By 1840 it was clear that such an effort would require significant resources to succeed, so efforts to attract investors/ settlers started immediately. Two primary sources were meetings held at various locations throughout southeastern Coahuila & Tejas between August 8-10 1840 under the auspices of then president Santa Anna with representatives from twenty American states attending; these meetings served as a prototype for future territorial assemblies which would decide land grants and boundaries for new settlements proposed by Americans east of the Rio Grande. The first organized attempt to establish White Settlement occurred on October 26th when twelve men - six Englishmen led by John Lubbock - set out from Fort Worth under cover of darkness on horseback for an uneventful journey across Comanche country northwestward towards Wichita Mountains; upon reaching Wichita Falls they abandoned their mission because there were no suitable sites available for farming on account of bad soil and rugged mountainside obstacles along their route home (Lubbock himself died before reaching his destination). In April 1841 Samuel Houston issued another proclamation setting forth specific guidelines for erecting homesites in present day Midland County (northwest corner current Ofrenda Mesa) –Houston defined “home site” as: “A piece or parcel situate habitually convenient to himself alone or with others who may Dwell near him peaceably without ought alienating them from his society”; furthermore he insisted that no person living on or adjacent thereto should engage in livestock husbandry or trade without written consent from residents residing elsewhere within five miles radius surrounding every house site; moreover anyone engaging in such activities must provide $200 annually security bond payable Towards public building expenses required thereby! While much handwringing ensued over possible consequences should colonists not adhere to Houston's regulationsHomeowners could still invite travelers passing through their region who might be interestedin exploring its natural resourcesto visit their properties provided they made known their intentionsbefore arrival!
