Bowen purchased 1/2 mile (1 km) east of present day Webster from Fenton for $5 per acre; he renamed it "Bowen's Landing". Bowen developed this site into an agricultural community with stores and housing constructed between 1886 and 1896 by James Waddell Sr., father of future state senator James Waddell III.# In 1893, Lillie Hargrave married local rancher Jimmie Barnes and acquired 640 acres (250 ha) northeast of town for $10 per acre from him# . She leased it out to farmers until 1898 when she bought it outright for $15 per acre # . She donated the land to Webster Middle School District # .
