Victoria, Texas is a small town located in Williamson County, Texas. The population was 5,898 at the 2000 census. As of the 2010 census, the population had grown to 7,471. Victoria was founded in 1836 by the brothers John and James Fenton. The town grew quickly, thanks to its location on the Sabine River, which provided access to valuable timberlands. By 1845, Victoria had a population of 1,500 people and was making good profits from its trade with Mexico and Louisiana. In 1840, the Texas Legislature passed a bill authorizing the settlement of Texas by British subjects. Victoria immediately became one of the few towns in Texas authorized to vote. In December 1840, Mayor John Fenton announced that his town would be named "Victoria" after Empress Eugenie of Austria who had recently visited Texas. On January 6th, 1841, Victoria's first organized government was created with Mayor Fenton as its first president. During the Mexican-American War (1846-1848), Victoria sided with Mexico and unsuccessfully attempted to block American entries into the war. In November 1846, President Polk ordered General Sam Houston to march against Mexico under the pretext of fighting for Mexican independence; however, Houston instead marched towards Austin in order to protect Victoria. When Mexican forces were discovered at dawn near Victoria on November 25th,Houston called off his attack and withdrew back across the Rio Grande without attacking or liberatingVictoria. On February 10th 1850, Governor Anson Passmore approved plans for a dry Gulch Dam upstream from Victoria which would provide irrigation water for Texan farmers but also generate electricity for local homes and businesses using pulverized coal mined nearby by Union mine owners during Reconstruction era white supremacy era in Texas
