This situation changed after Governor John Connally appointed Arthur Pettit as manager of Texan Schools for Colored Youth in 1968. Pettit began providing free education to black children from low-income families with little opportunity elsewhere in Texas. This program helped create what is now called “Victoria” School District #1A history."
