Victoria, Texas is a small town in the U.S. state of Texas, located on the Rio Grande River. The town was founded in 1874 by family farmers and ranchers who desired to be close to Mexico City. In 1912, Victoria became one of fifty towns in the new municipality of Arlington Heights. On July 16, 1916, it attained cityhood with a vote by its citizens after annexation by Arlington Heights from neighboring Lubbock. The population of Victoria peaked at 3,711 in 1950 but has declined since then due to loss of jobs and migration to other nearby cities. Victoria is home to several churches including The Methodist Episcopal Church (now part of United Methodist Church), Trinity Lutheran School for Girls and Incarnate Word Catholic Parish. There are also several businesses including two gas stations and two grocery stores as well as a few restaurants and bars around the town center which provide services such as plumbing, car rentals, motel rooms, bicycles and more. The Victoria-Arlington Heights Historic District was listed on the National Register of Historic Places in 1978. It contains 136 contributing buildings including four churches; three frame homes; one frame hotel; one neon store; two schools; six theaters; ten residences; four business blocks including the old post office building; three public works buildings - a waterworks plant that served both parts of Victoria until it closed in 1963 and an early 20th century jail - all built between 1911 and 1917; five residential streets - Fourth Street through Eighth Street runs parallel with US 90/Neches Road serving respectively luxury villas along its length while Tudor-style brick homes line Second Street eastward from downtown across now occupied by Rice University's main campus housing facilities (the first university house west of Interstate 10) ; seven commercial blocks totaling ninety-seven storefronts - most heavy emphasis being placed on arterial Commercial Boulevard running northwest off I-10 just south of downtown past present day Rice University before turning northeast passing under Neches Avenue coming back south again exiting at US 90/Neches Road resuming its original alignment paralleling fourth street
