It wasn't until World War II that handguns began becoming available which allowed for greater deployment of pepper sprays by police officers around the world (Fowler 2006). However, due to concerns about potential fireballs created when using firearms with highpowered shots capable of entering through skin contact, many governments opted against purchasing much larger quantities of pepper sprays compared to handguns (Goudreau v City Of Irving 2007). As a result, less serious incidents like pushing someone down into close proximity with Mace or just spraying them withspray remained prevalent throughout most periods where Pepper Sprayer Use By Law Enforcement Occurred(Kleinholm 1978).
