Construction began on what would become Universal City on April 15, 1849 under contract from General Sam Houston at an cost of $5,500 from Nicholas Biddle. Today's downtown area was built primarily using slave labor despite objections from local citizens who saw this type of exploitation as immoral given that many slaves were not able to purchase their freedom or leave because they lacked enough money or resources. After annexation by the United States in 1854, Universal City became its territorial capital following Houston's order that all federal government offices be located within two blocks of Market Street between First Street & Main Street (later renamed Capitol Hill). During World War II much activity took place within downtown due to war production needs including munitions plants and shipyards which produced warships such as USS Perry (DDG-71), USS Porter (DDG-58) and USS John F Kennedy (CVN-77). In 1948 redevelopment plans called for universal city to become an "urban village" consisting of dense housing developments around a central business district flanked by parks . However these plans never came to fruition due mainly to money problems experienced by developers at that time which have continued even today albeit contained inside smaller neighborhoods near Downtown San Antonio

Universal City, Texas is a city in San Antonio County, Texas, United States. The population was 27,871 at the 2010 census. It is the county seat of San Antonio County. The name "Universal City" comes from its location on the Universal Studios lot. The first Europeans to visit what is now Universal City were Spanish soldiers who were sent by Colonel Francisco Vázquez de Coronado in 1540 to explore the area between missions San José and La Bahía del Toro. On July 16, 1836, Mexico ceded ownership of Mission Santa Anna to the United States after a long and bitter treaty dispute following Mexican–American War (1846-48). In 1851 Congress passed an act creating eight counties in Texas: Alamo County (including Universal City), Bastrop County (including Universal City), Houston County (including Dickinson and Houston proper), Kenedy County ( including Pasadena and much of UptownHouston), Nueces County ( Including Universal City ), Orange County(including Long Beach) and Sabine Parish( including Corpus Christi). American settlement began in earnest with John Fenton's land grant of 2 million acres to James Waco on December 12, 1857. The town site was chosen because it would provide easy access to transportation within then newly created San Antonio de Bexar Province as well as be close enough for trade with Acapulco through Refugio Bay downtown. Fenton had been frustrated with attempts by General Sam Bassett's forces during the Mexican–American War to block his route from Laredo into Austin before he could reach his Cache Lake Ranch west of Fort Worth; meanwhile Vasquez had advanced up Trinity River Valley towards Zacatecas before turning back just short of Litexico when he learned about Fenton's intentions. After this success Vasquez decided that it was time for him himself become governor rather than send someone else; so Bassett was removed from command after only six months in office and replaced by Manuel Micheltorena. However, Micheltorena soon found out that Fenton intended to expand eastward beyond Bacalar Creek into present day Montgomery and Robertson Counties - conspiracies against him led him exile East side where he died several years later while living among Seminoles near Buffalo Gap outside Huntsville AL on October 6th 1830 aged 72 years old according to one source In 1857 JB Hunt leased 3 million acres south of Fredericksburg TX from presidio builder Eduardo Carrillo y Costilla which became known as Hunt Land Grant Phase II In 1870 US Senator Stephen A Cook moved his family from Illinois but did not give up his home state’s Senate seat so property rights can still be challenged like many others he owned also called “universal CITY” property which finally reverted back to original owners once again despite efforts made by some groups trying claim it since 1920s until today . On November 17th 1870 Union Pacific Railroad official opened their Tracks over Topo Chico Pass going through what is nowUniversalCity for all people good or bad no matter color or race local newspapers reported days earlier Federal troops burned all evidence military camp & buildings there destroying records gold teeth watches jewelry etc leaving few if any items behind
