Harris served as mayor from 1915 to 1924 and 1925 to 1929; his term coincided with that of John Witherspoon Coke who also held office during that time period but did not serve as mayor because he died suddenly less than two months into his term on January 24th,. After leaving office Harris lived for a time near Fredericksburg until his death there on March 10th 1934 after a long illness
