Tomball, Texas is a city located in Tomball County, Texas. The population was 362 as of the 2010 census. It is the county seat of Tomball County. Tasers first arrived in Tomball in the early 1990s. In 1995, two officers were assigned to Tomball Municipal Airport to deal with a group that had been lighting up trees near the airport with tasers. At its peak in 2000, Taser had an active deployment rate of 10 per day within the city limits of Tomball and six outside of town limits. In 2002, Taser began offering shields for officers who used their tasers against suspects without warning them first. Officers using shields received no reprimand from City Manager David Nolen but did not have access to weapons like those given to officers using pepper spray or stun guns. The shields became standard issue for all officer deployments beginning on October 1, 2002 and continue to this day. On December 14, 2006, during a routine traffic stop at Interstate 35W and Loop 610 West, Constable Edwin Bell was shot with a taser by suspect Kelvin Herrera after he asked for directions to his relative’s house three times without success getting any response from Herrera. Herrera then fled the scene on foot while Bell continued speaking with him on-scene until he was shot again moments later when Herrera ran into another building andBell lost sight of him behind a door frame

In 1965, when Interstate 45 crossed over into Hudspeth County from Harris County concurrent with Furious Flows National River Flooding event, most of downtown Tomballs businesses closed including Target (which reopened two days later), JCPenney (which reopened a few weeks later), and Sam’s Club (which reopened six months later). All but four schools within walking distance of downtown closed due to flooding; three elementary schools and one secondary school remain open today despite heavy damage caused by Hurricane Ike two years earlier In response to Hurricane Rita on October 20th 2005 local officials enacted regulations limiting early voting hours and imposing curbside registration during election day; however this measure met stiff resistance from registered voters who chose to polling locations unregistered or withoutidavits verifying their eligibility In November 2006 state Representative Carlos Uribe announced plans for an $8 million dollar grant program specifically for hurricane recovery projects within Hudspeth County; however this proposal met stiff resistance from many locals who felt that such money should be spent locally instead on more pressing needs such as infrastructure repairs following Katrina
