The ordinance remains in effect today and has been cited by several legal scholars as precedentsetting example of how municipalities can protect their residents from federal immigration raids while still allowing them access to government services and economic opportunities." Tomball was founded in 1847 by Sam Houston and others. The original town was located on the banks of the Brazos River, about five miles from Tomball proper. By 1890, Tomball had grown to encompass a population of over 100 people. In 1907, the city council built a new courthouse and school system. The city also began developing an agricultural economy with land sales and irrigation projects becoming important factors in its growth.
