In response to this sudden rural exodus%, Mayor Lubbock announced his intentionto shutter all remaining businesses within one year should enrollment rates not improve significantly (a goal he achieved through aggressive marketing campaigns)). In 1907, when Oklahoma ceded its eastern half to Mexico as part of the Treaty of Guadalupe Hidalgo, Texarkana became part of Mexican Tamaulipas Province and lost its status as an American city; it reverted to its original name on July 16, 1907[1] following ratification of an act naming the city after Maxim and Campbell.[2] The first oil well at Texarkana was drilled in 1901 by Standard Oil Company workers under contract from Petroleum Development Administration (PDA) Administrator General Henry Knox[3]. The wells were located on San Jacinto Boulevard near present-day downtown; they produced oil until 1938 when production stopped because of depletion caused by worldwide World War II aggression against Germany[5]. In 1951–1954,[6][7] Cotton Bowl Games were held at University Park Stadium before moving to Dallas Stadium for Super Bowl XXVIII in 1978 which then moved back to University Park for XXXIX (the last bowl game played there).
