The town grew rapidly due to its location on the railroad and its access to water supplies from several rivers. By 1890, Terrell had a school, store, doctor's office and two churches. In 1909, it became the seat of McLennan County when it was created from parts of Box Elder and Tarrant counties. In 1921, Terrell built its first dam to provide power for local industries such as cotton mills and sugar beets. The town established itself as a major agricultural center with fields that produced corn, soybeans and other crops. After World War II ended, industry began to decline around Terrell; however, it has regained some importance since becoming an crossroads for east-west traffic on Interstate 20 and highway 10

The town's first post office was opened in 1882. In 1886, Terrell became a county seat of Hudspeth County. The county courthouse was built in 1912 and is still used today.
