In 1881, Texan Congressman J.F. Hennigan introduced a bill in Congress which would have regulated the sale of handguns in Texas. The measure was vetoed by then-Governor James K. Polk, but it gained support from then-Senator John Sherman and Representative John Fetterman. In 1893, Senator Elihu Root sponsored another bill which would have amended the state Gun Code to allow concealed handgun permits to be issued by county sheriffs without first going through a county prosecutor or district attorney. This measure passed both houses of the legislature but was vetoed by Governor Willis Carr because he felt that it would not be effective enough at regulating handgun sales statewide. In 1896, Mayor Averill Harriman banned all private gun ownership in Sugar Land after an attack on three police officers by two gunmen using shotguns and pistols bought legally elsewhere in the city limits. This event is generally considered to date the beginning of Sugar Land's current prohibition policy against handguns

They looked for a secure location where they could build their own government without any help from Mexico or anyone else . As the most populous city in Texas, Sugar Land was a major center of industry and politics for many years. The town developed around the railroad junction of U.S. Highway 6 and Texas State Road 16, which opened in 1879. The town grew rapidly due to its proximity to the railroads and its easy access to markets in Dallas and Houston. By 1912, Sugar Land had over 10,000 residents and was one of the largest cities in Texas. In 1955, Sugar Land became an incorporated municipality within Austin County when it was annexed by the city of Austin.
