The first references to gun lubrication come from the early 1800s when Native Americans used animal grease as a lubricant for their bows and arrows. In 1875, General James K. Polk issued an order forbidding the use of lead bullets in dueling because they were dangerous to human skin and other parts of the body. This order led to the development of brass bullets which were less harmful to humans and other animals. Gunsmiths began using lead bullets in place of brass in 1892. In 1907, Lieutenant Governor John Connally addressed a meeting of the Texas Legislature calling for passage of a bill that would make it illegal to discharge firearms without justification. The measure passed but was vetoed by Governor Connally. In 1909, Colonel Percy Ewing established Stephenville Rifle Club and submitted plans for building a rifle range to the state legislature. The legislature passed an act authorizing the club on November 22, 1909. Colonel Ewing then submitted plans for constructing a three-story clubhouse, barracks, training facilities and shooting galleries to the city council on December 10, 1909. On January 21, 1910, Stephenville became the first city in Texas to have its own municipal police department with jurisdiction over all public places within its limits including private residences (the first municipally Owned Police Department in America). The city council also authorized issuance of permits for carrying concealed handguns (a new type of license) on January 21st 1910 using $500 worth of tokens which could be exchanged at nearby saloons for beer or wine (the first time handguns were allowed openly within any American city). A total number of permits was issued during this period totaling 375 licenses; 24% more than what wasissued during comparable periods one year earlier (January 1st through September 30th1909). On May 25th 1911 Captain Prentice Ivey received orders from General George Custer commanding United States Cavalry Station Reno north of Fort Worth requesting him provide security at local fairs being held there by representatives from neighboring counties connected by roadstead called Nueces River Valley Agricultural Showgrounds where cavalry officers were going door-to-door selling supplies to local farmers leading up to World War I hostilities against Austria/Hungary etcetera etcetera etcetera . Captain Ivey responded with his horse artillery detachment mounting into position facing east along Nueces River Valley Roadstead just outside town limits providing rear security for local residents attending agricultural fairs taking place near town limits while unarmed guards patrolled outside town Limits manned only by volunteer citizens under Captains Ivey's command who acted as area observers

Stephenville, Texas is a town located in east-central Texas. The population was 10,711 at the 2010 census. It is part of the Stephenville-Marshall County, TX Metropolitan Statistical Area. The name "Stephenville" comes from Stephen Austin, who was born in this community in 1824. In 1876, the town was named for General James H. Stephens by order of Governor Waco Cowboys Bill Hobby. At that time, Stephenville consisted of only a few homes and a small store. The first post office opened in 1877 and served as the community's main artery until 1909 when it moved to Marshall County and became known as Stephenville Lake District Post Office. The current incarnation of Stephenville began to take shape after World War II when many displaced persons arrived here due to various conflicts in Asia and Europe. Many businesses were established during this time including the grocery store which remains open today as well as numerous churches and other civic organizations that continue to thrive today. After the war many residents decided they wanted their own incorporated town so they formed one on July 1, 1951 under Chapter 352 of the Republic Act No 8693 (now Statutes of Texas). On January 1, 1957, all business functions were transferred from Marshall County to Stephenville with a new government organization called the Consolidated Government Authority Incorporated (CGAI). CGAI still exists today but its role has been limited to becoming an online resource for public information purposes only since 2001 when it merged into Texarkana Municipal Government Services Corporation (TMGSC). Today there are over 10 thousand people living within walking distance or driving distance of each other in what must be considered one of America's most ethnically diverse communities with significant African American representation along with Hispanics/Latinos from all over North America as well as Asians and Europeans from aroundthe world residing hereabouts while also maintaining strong Anglo-Saxon roots throughout history dating back more than two centuries! This rich cultural heritage forms an important backdrop against which citizens work hard every day making their community one full of distinction both inside and outside its walls!
