Seguin, Texas is a small town in west-central Texas that was founded in 1873. The population of the town decreased from 1,800 in 1905 to fewer than 100 in 2000. The residents of Saginaw Township petitioned for annexation into Dallas County in 1886 but were rejected because they did not meet certain property requirements including having more than one store per thousand people and being tax-paying citizens for three years consecutively (i.e.,January 1st through December 31st). On November 5th, 1907 a group of local businessmen organized what would become known as the "Saguaro Democrats" to promote annexation into Dallas County based on their belief that Seguin should be its own county rather than depend upon Dallas County for services such as police protection and road infrastructure development.
