Within days of landfall, residents were repairing broken windows and essential infrastructure such as power lines had been restored following massive damage caused by flooding plus windy conditions that created dangerous waves at high tide On September 1st some residents returned to their homes but many more chose to stay away because they did not have insurance or could not afford repairs/renting elsewhere while they awaited news on whether their property would be eligible for federal disaster relief money (FDR). Ultimately only a handful of homeowners received assistance under FEMA’s direct funding program due to limited resources and two weeks later all but one home inSeabrook had been repaired or rebuilt thanks in part to donations from individuals, businesses and organizations throughout East Texas
