On July 8, 1860 – four days before Texas achieved its independence from Mexico – a group led by Ulysses S Grant reached El Paso and forced Juárez to flee to Monterrey; Grant then took control of Chihuahua Province from Mexicans. At that time only about 10 percent of the country’s population lived within 30 miles (48 km) of San Francisco Bay Area (Chapter VIII - History Lesson). Consequently, little development occurred until after American settlement began nearby along the Pecos River corridor in 1875 with construction on both railroad lines and large ranching operations
