In 1850, Santa Fe attracted attention from American settlers when John Wesley Powell discovered gold near Doña Ana River gorge northeast of town. A group led by David Ewing bought large tracts around town to exploit these deposits but soon abandoned them because they were unprofitable; quickly followed by other groups who could not find gold or realized that there were no shortcuts to extracting it from these hillsides (the first successful mining expedition took place in 1865). By 1870 over $14 million had been spent on exploration and development in what is now Santa Fe County alone – more than any other area in New Mexico Territory at that time combined! In 1871 Congress passed legislation authorizing incorporation as a municipality which developed into law on October 8th, 1872 with Jorge García Cámpora as mayor (he would later become governor). On July 17th 1860 photographer Edward Sibley visited San Francisco Peaks while en route to photograph Sierra Nevada mountain ranges for Godey's Lady's Book magazine; he called at Pueblo del Rio about taking photos before continuing on his journey northward through present-day Colorado County to Photographer & Photographic Company Milliken Canyon.
