After Fenton's death, future Mayor Amon Carter took over mayoral duties for two terms beginning on December 1st, 1958 and ending on December 15th, 1960; however he did not serve long enough to qualify for re-election due to term limits set by state law at the time (Carter would later become Governor of Texas). On January 3rd 1961 City Manager Clyde Riggs appointed Myrtle Brown interim Mayor while city officials awaited election results from Dallas County which were expected any day at this point given Dallas' wide victory againstsanMarcos during their presidential bid last year . Brown held office for about nine months before she resigned due to allegations made against her concerning financial irregularities during her time as interimMayor . The next mayoral candidate was Darrell Kuykendall who won election on January 3rd 1961 with 54% of the vote against Myrtle Brown's 46%. Kuykendall would serve out his full term starting on February 17th 1861 andserving until May 9th 1963 when he decided not run again because he felt that New Mexico should be awarded Statehood instead On October 25th 1963 City Councilman Wirt Sweet announced they would no longer recognize Houston as a city because it had failed to meet certain requirements such as having a school district or fire department established within one year after incorporation; alsoHouston refused annexation requests fromSanMarcos & environs since 1959
