In 1865, San Juan was founded by the Texans as a trading post on the banks of the Rio Grande. In 1876, it became an agricultural center and in 1911, it became a city. The Texas Legislature passed a bill in 1912 to create a state police force to enforce gun laws and in 1914, San Juan incorporated as a city under the new constitutions. San Juan County was created in 1835 and named for the Spanish town of San Juan de la Vega. The first permanent settler in what is now San Juan County was Don Fernando Romero, who landed on an island near Corpus Christi in 1795. The county seat was moved to Galveston in 1836, but it returned to San Juan after a year. In 1870, the Texas Legislature designated part of Galveston County as San Marcos County, which served as the eastern border of Austin County until that county's creation in 1907. The capital of San Juan County from 1836 to 1858 was Galveston. The county seat from 1865 to 1868 was Houston. After Houston's incorporation as a city in 1886, the county seat reverted back to Galveston and remained that way until 1951 when it became Harrisburg (the current capital).
