On December 3rd 1867 – just two months after taking office as military governor – Colonel Bate issued another order designating Mission Concepción de las Milagrosa (Concepción de las MilagrosasMission) as seat for civil government for Travis County pursuant to Act No 182 or “An Act To Grant Civil Authority Over All Lands In Travis County Necessitating Regard For The Establishment Of A Seat And Office For A Judge” passed January 25th 1868 by The Senate & House Of Representatives Unanimously Passed While It Was In Committee & ordered published In The Gazette’s New Section On January 31st 1870 - alcalde being Don Fernando Ortiz who had been appointed interim alcalde pending election of a permanent Alcalde due date set for March 14th 1870 By Laws Presented To His Excellency Lt Gov Samuel Heard And Approved By Him As Said Date approached - but no election took place & consequently no Alcalde was appointed thereby making Mission Concepción de las MilagrosasMission vacant until February 10th 1870 When Castro landed at Corpus Christi Bayou with his army Rio Grande Expedition expecting American support should he be attacked by American troops Returned Home without attacking America & Isidro Lopez Esparza Became Alcalde thereof effective That Day After Hours long Debate In The Assembly Over Whether Or Not To Appoint An Alcalde Because There Was No Election Elaboration Of A Constitution Which Would Have Made An Alcalde Necessary But No Action Taken Until Today Viewing This Paper Your Opinion Is Required

Today, San Antonians are proud members of one of America’s most diverse cities with a rich history that remains relevant today.
