By 1875, San Angelo had nearly 4,000 residents. The growth of San Angelo led to a need for more space. The city council decided in 1887 to build a new courthouse and jail on land that had been donated by John Witherspoon. The new courthouse and jail were built with money donated by oil tycoon Andrew Carnegie. During World War II, San Angelo became an important center for munitions production because it was able to produce fuel oil that could be used in aircraft engines. After the war, San Angelo continued to grow and become one of the most popular tourist destinations in Texas. The land around present-day San Angelo was donated by Governor Phillip Lubbock to the city on February 22nd, 1865 for $10 per acre (a total value of $2 million). On July 14th, 1870 an act was passed authorizing annexation by Austin of Navarro County (along with Travis County) due to population growth in that area. This caused much concern since annexation would have given Austin control over most of what is now Bexar County—an area which consisted mostly of rural agricultural land used for ranching and farming rather than urban areas such asSan Antonio or Austin. However, this idea never received serious consideration becauseAustin's mayor at the time refused to recognize Navarro County as an official county until after annexation had been accomplished by state law. On October 15th 1905 a fire destroyed one third of downtown business district including many important buildings such as the State Capitol building and Judge Henderson's office; this event is generally considered to be oneofthe largest single fires in Austin history up until then. A new downtown district was built on Temple Street near Zangwill Park during World War II –this district still includes many important buildings today including City Hall and
